"Space Before" or "Space After" border

I'd like to specify the space before a graphic line, such as a font border or
the first table row border, or space after a graphic line, such as a font
border or the bottom line of a table.

Yes, in the "Tables" ng, (Make "Space before/after" a table property).

It looks like you need the web-based newsreader to see it and vote on it
(which agnw uses anyway).
