Resizing Clip Art

I have tried over and over unsuccessfully to be able to resize any clip art I
insert in a Word Doc.  All I see after I insert the clip art is a square and
if I click inside the border changes to handles that are unusable and at the
same time I do not see the graphic.  In order to see the graphic I go to
print preview.  Also, my picture toolbar does not have all the tools active.  
Does anyone have any idea what is going on.  I am using Office 2003 and Word
2003.

Go to Tools\Options\ and activate the View tab. Make sure that Picture
Placeholders not is selected.
