Can I have a "click to enlarge" picture in Word and if so how?  Also, if it
is possible, can this Word document, with the "click to enlarge" feature
remaining functional, be converted to an Adobe pdf file?

It could probably be done in Word using macros. But this would certainly NOT
convert to an Adobe PDF format. Unless what you really mean is you click and
that opens another document with a larger picture. That could be done with a
Hyperlink, and I suppose that would convert to PDF.
