Why are some imported .emf files are not editable in word?

I am haveing a problem with the word picture editor in Word 2000. I am
exporting an .emf file out of illustrator and into a word document. I want to
be able to edit the vector image and the text in the Word photo editor. Most
files I can edit with no problem but some I cannot edit at all. I have loaded
the file converter patch from the website and that does not help either. Is
there a better way to export or am I doing something wrong in word?

If your .emf file has any raster elements you will not be able to edit it as a vector
object.

The file was created entirely in Illustrator using only vector lines and text.
