I added a picture to a document i was working on and i need to be able to
type on the picture. i found that when i right click on it, it gives me the
option of "order" which allows the "send behind text" or "send infront of
text" option, but they are not accessable to click on they are shaded so i
cant click them.

Hello-

What you found is for 'drawing objects', such as rectangles, ovals, stars,
etc.

For a picture, click it to activate the Picture Toolbar. Toward it's right
end you will see a button with a square icon (looks like a dog behind
venetian blinds) called the Text Wrapping tool. Click it & select 'Behind
Text'.

You could also click the Format Picture button next to it & select the
settings on the Layout page of the Format Picture dialog box where you will
also find other options.
