I am working on a letter that has a text box on page two. When I delete text
on the first page, the text box on the second page moves to the first page. I
have tried using absolute positioning to keep it where it is, but it seems to
be relative to the first page. I don't want to install a page break as I am
still editing.

Graphic objects in Word documents are *always* anchored to a) a line of
text, or b) a paragraph (if Text wrapping is applied to the object). If the
line or para moves to another page due to editing the anchored graphic goes
with it.
