How can I insert a picture in a text box and format picture tight

How can I insert a picture into a text box and then format the picture to a
floating picture (i.e. tight) so I can wrap the text?

You can't. Both wrapped objects and text boxes are in the drawing layer. You
can only wrap text in the text layer around wrapped objects.
