In the past I could do this - the clipart image, when clicked, was surrounded
by white resizing dots, and could be moved, when clicked by the 4 headed
arrow.  Now, the image, when clicked, is black bordered with black resizing
dots, and no 4 headed arrow, only up, down, sideways, according to 'move or
copy here'.  Why won't the bally thing go on top of the picture, and why
can't I get the 'drawing object' white dots any more???  Please someone,
help, it's urgent, and am desperate and having to use old images which still
have the white dots when clicked.  Many thanks in
anticipation....................

The problem seems to be that your Clip Art has been inserted “In line with
text”, i.e. in the text layer of the document – and you want the picture to
be in the drawing layer, i.e. “floating” on the page.

To change this, select Format > Picture > Layout tab and click another
wrapping style than “In line with text”. Click OK.
