Can not edit a picture

When I insert a picture I do not get the circular green corners, and the one
above that lets you rotate the image.  I only get the blue squares that allow
you to resize but not move or rotate.

I'm inserting a .gif into a word 2003 document.

Because your picture is inserted as "inline with text".  Right-click on
the picture, left-click on Format Picture | Layout, and choose a
different text wrapping option.
