Perhaps you should make the box a "watermark" anchored to the header? See

Thanks for that. I thought about watermarking, but wasn't sure if that
knocked the image back as a normal watermark. I will look into it.

If you insert as a watermark using Word's built-in feature, it will have
"washout" formatting (which can be removed), but if you create it manually,
it won't.
