I am trying to put together machine operating procedures which include
diagrams and photos.  The problem I am having is labeling the photos.  I've
inserted the photo and have placed an arrowed leader but I cannot label the
leader.  I would also like to put balloons around letters or numbers.  I can
place the balloon on the document (from auto shapes) but I cannot put
anything in the balloon.

If you use one of the Callout AutoShapes, they contain text boxes by
default. For other AutoShapes, right-click and choose Add Text.
