I should mention I am using Word 2007.
So the concept of the Drawing Toolbar, mentioned in several other posts,
does not seem to apply.
I think I'm after the Picture Tools/Format Ribbon.... but I can't find a way
to bring it up.

Hi Abelenky,
In Word 2007 if an inserted picture is set to 'behind text' for text wrapping you should be able to click on it from any place where
the picture is exposed outside of text such as at the end of a paragraph.
You can also get to the 'white arrow' selection cursor from the prior version drawing toolbar in Word 2007 under
Home=>Editing=>Select=>Select Object
turning that on should change the cursor to a four headed selection arrow when you mouse over the picture. You can also add it to
the Quick Access toolbar by right clicking Select Object when in the Editing dialog on the ribbon.
Once a picture is selected the Picture Tools tab appears, but the Quick Access toolbar is always 'on' :)
