I can't see watermark in print layout view

I am using Word 2003 and have added a text Watermark to a document by going
to Format, Background, and selecting "Printed Watermark..."
I cannot see the Watermark in either Print Layout view or in Print Preview.  
It does print out, though, with the Watermark.

I have made a Watermark in the Header/Footer and still cannot see it in
Print Layout but I can see it in Print Preview.  In the Header/Footer though
I cannot place the Watermark on an angle.

Any solutions?

To make your watermark visible in print layout view, go to TOOLS > OPTIONS,
select the VIEW tab and make sure that "Drawings" is checked under print and
web layout options.

I took the same file to my work.  We use the older version Office 2000 and
the watermark shows up in both Print Layout and Print Preview.  I compared
the Options Settings and they are essentially the same.  In 2003, it has a
few additional settings that 2000 doesn't but most are not related to this
issue.  In 2003 View tab, Background Colors and Images (Print View only), is
also checked.
Could this be printer driver related?  I have updated the print driver for
my Epson 820.  Using a Lexmark Optra S 1650 laser printer at work.
