How to place a watermark in a textbox or frame?

I want to add a watermark to adocument that  has a book layout.  I want the
watermark to appear only on the right side of the layout which has a border
around  it.  When I try to add the watermark, it appears over both sides of
the page and under the location where I want it.

If I'm understanding you correctly, you want a watermark only on recto
pages? You'll need to select "Different odd and even" on the Layout tab of
Page Setup and then anchor the watermark to the Odd Page Header (see
http://sbarnhill.mvps.org/WordFAQs/AnchorToHeader.htm).
