I added a decrative background to a word document but when
I print it my Epson printer does not print the background
under the text, it prints text only.

If you used Format | Background, then this applies only to Web pages. To
apply a "background" to a printed document, you have to use a "watermark."
See "Create a watermark" in Word's Help file.
