Is it possible to import clip art from publisher 2002 into
Word 2000 so that it appears in the correct categories.

No.  However, you can simply drag and drop clips from Clip Organizer into
Word 2000.

Publisher 2002 uses the Clip Organizer whereas Word 2000 uses the Clip Gallery. You
can import an image from one to the other but you will have to catalog it yourself.
