Insert picture in protected form

Hi Group. I am using the Office 2000 package.

Here's the deal... I have created a template for many
users to use over a network it is stored on a common
drive. The top half is protected to make some neat drop
downs work and ensure some specific formatting is locked.
Then the is a page break and below that it is UNPROTECTED.

From time to time the users insert a picture in the
unprotected area. Currently it looks like the Layout of
the picture is defaulted as "In line with text" and it
seems that even if part of the template is protected, the
top part in this case, that format can't be changed.

Some users want to be able to type up to the picture and
the way it is now they can only start to type in line with
the bottom of the picture.

So a couple of questions..

Is there a way to default the way a picture is inserted?
If so does that info live on the template or on the users
own personal Office settings?

Is there a way to set it up so the user can manipulate the
format of a picture while the top half of the form is
protected?

That is correct; the document's "Drawing layer" is always
locked out when  document is protected. There's nothing you
can do to change this. But...

There should be an "Insert Frame" tool on the Forms toolbar.
You could copy this to another, special toolbar stored in the
template. When the users need textwrap formatting around a
picture, they should click on the picture, then click this
tool. This puts a frame around the picture, and frames allow
textwrapping. The frame can be positioned anywhere by
dragging it (the mouse must be over the frame, not the
picture!)

the users of the form or template that I created just
click on the template nad open up an instance of a word
doc. then they fill it out and save it. I was not able to
make your suggestion work??

Any other ideas?

Nope, not at all. You have to be careful in Word because
"Frame" is used for more than one thing. Read the
instructions in my last posting again, carefully this time,
and trying it out.
