Insert Picture Outside Margins

I have a document with a 1" left and 2" right margins.  
The text has a justified alignment.  I want to insert a
picture outside of the right margins.  Is that possible?

Sure. Just change the wrapping from In Line with Text to Square and move the
graphic where you want it. Placement can be fine-tuned using the Layout:
Advanced settings in the Format Picture dialog.
