I ahve downloaded a visual keyboard with the idea to
write letters in Cyrillic. I follwoed the instructions of
MS Word Help in Windows XP "setting up your computer and
keyboard to work in more thasn one language". To install
the correct keyboard layout I need either Text Services
(not available) or Language Tab or Input Locates which
are also not avialbale in XP.

I would be grateful for a Tip.

Do you mean that the desired locales are not avbailable or that you can't
find the Languages tab (Control Panel > Regional & Language Settings)?
