Mmmm, lots of functionality was added to the proofing tools
after Office 97. In addition, it's a different company who
makes them (MS itself, since 2000). Spell check might work
if you upgraded to 2003 over a 97 installation. Did you try
that?
If it doesn't, then yes, you'll need to buy a new set of
proofing tools: all 30+ languages on a single CD, this
time, instead of having to get them individually :-)
If you live in the North America, you can order it over the
microsoft.com shop. Other countries, you have to buy it
retail from any company that sells MS Office products.
