If you have Windows XP you can us the On-Screen Keyboard, which is
incredibly similar to the Visual Keyboard that requires Office. Note that
neither 'adds' a Farsi keyboard, which is already in Windows (you just need
a recent enough version of Windows!).

If you go to "Regional and Language Options" on the Languages tab, and
enable support for complex scripts by selecting the appropriate checkbox,
you will then be given the ability to install a Farsi keyboard (click on the
Details... button for keyboards).
