It looks like Arial Unicode MS is one of the better font for Unicode 2.1,
but it is still missing several characters. For example, there is no
Cherokee in it. I am developing a freeware application supporting Unicode
4.0 BMP and I am looking for a free Unicode font which supports the whole
character set. Does it exist? If so, is it available for various platforms?

Thank you in advance.

Have you tried http://www.sil.org/computing/fonts/ ?  I don't know if their fonts are Unicode or not,
however.
