But looks like it's exactly what he was doing:

Now I think it's more strange case that we thought - I, as you,
do know that File/Open in MS Word should take non-CP_ACP file names
just fine... Why he has troubles is unknown then...

I cannot repro that in any Unicode version of Word, and suspect it is the
double-click issue.
