How do I change the default language in a document?

Hi;

How can I change the default language for a Word document? I tried
selecting the entire document and then Tools, Languages, Set but that
didn't work.

Same for new documents - I used Tools, Languages to chage the default
to German - but new documents continue to have a default language of
English.

I am checking the .rtf file it saves and looking at the
\deflang1033\deflangfe1033 tags - which are US English no matter what
I do.

How can I change this?

What keyboard layout are you using?

All standard default US English - Windows XP, Office 2003, etc.
