No, keyboard shortcuts are different in different languages. I don't know what they are for Mandarin, Japanese, and Korean, but I
use both French and English, and I know that they are different for those two languages. They are related to what the actual
words are. For example, the "File" command is "Fichier" in French, and so those are both Alt-f. However, "View" in English is
"Affichage" in French, and so the French keyboard shortcut for that is Alt-a, whereas for English it's (I think) Alt-v.
