I don't see a setting in the tool, but perhaps you can change the position
after you have entered the Ruby text.
You might be able to change the field codes.
I just tried with a small example:
If you display field codes and use "Edit > Replace " to change "\ad(\s\up"
to "\ac(\s\do" everywhere, the Ruby text should move below the base text.
But the Ruby text tool puts in a lot of undocumented stuff, and stuff
depending on the settings, so I'm not sure it works for you.

Hi Klaus,
Thank you for your reply. I'm not familiar with field
codes, and looking at the Help for field codes, I still
can't figure out what you're referring to... i.e. where
you find "\ad(\s\up" to change to "\ac(\s\do"
everywhere... this sounds a little over my head.
(My "Edit >Replace" doesn't show this option.)

Hi Elaine,
Ruby text is inserted as EQ fields. If you choose to display field codes
(in "Tools > Options > View" or using Alt+F9), you'll see something roughly
like
{EQ \* jc2 \* "Font:Times New Roman" \* hps12 \o\ad(\s\up 11(a b);XY)}
Now you can simply use "Edit > Replace", type "\s\up" in "Find what" and
"\s\do" in "Replace with", and click on "Replace all".
The switch \s in the field code determines where the ruby text is put, \up
for above and \do for below.
When you are done, you can show the field results again, using Alt+F9
again.
The ruby text should hopefully now be below the base text.
