I am using Word 2003SP1 (US version).
Until a few days ago, if the language selected in Word was French, I could
enter a quote from the keyboard and Word would automatically transform it
into either an opening guillemet + sticky space, or a sticky space + closing
guillemet. That feature had been introduced several Word versions ago.
All of a sudden, it no longer works. I am completely puzzled, since that
feature had never required any option setting.

Perhaps you inadvertently turned off the "smart quotes" feature in
Tools|Options?
