I've never "tinkered" with this tool (my fingers know one keyboard layout
and I type all languages with that). But I suspect you were able to get
the languages because you could install the corresponding proofing tools
from the Office CD. French and Spanish are part of the English Office
edition. To get other languages, you have to purchase the Proofing tools
CD.

Thanks for taking a look at my post. Since posting I managed to figure
out the solution to my problem. Once installed, the international
character toolbar has a general characters sets menu. Mine was shut
off. To turn it back on you just use
Tools->Customize->Commands->Toolbars and activate the character sets
menu. Then using Select Sets you can choose from a menu of the 26
available languages -- you can add character sets from Basque to
Turkish.
In my case, there was an additional problem that my Microsoft Word was
somehow corrupted so that the Character sets menu I just referred to
wasn't available. I had to use the Help->Detect and Repair menu option
a few times before the international character toolbar was installed
properly and I could choose from the available character sets.
For people who have Word 2003 and need one of the 26 (European)
character sets, the international character toolbar is a much more
convenient alternative to hasselling with keyboard remapping or using
the Insert->symbols menu, or indeed use Ctrl keys, etc.
