It's possible that there's an empty, borderless text box anchored in either
the header or the footer, with text wrapping around it. Try opening the
header area (in Page Layout view) and clicking in the empty space to the
right of the regular text. If the dashed border of a text box appears,
select it and delete it.

I think I figured this out, but I have no idea the "why"
of the situation. On the Reviewing toolbar there is
a "Show" drop-down. I had Formatting toggled to be on.
When I turned this off, then went back and reset my margin
to .8, the document fixed itself.
Again, I don't fully understand what this Formatting
feature is, but at least I know to stay away from it.

If you have Track Changes enabled, then Word shrinks the document to make
the right margin wide enough for the change and comment "balloons."
