Inserting Underline  in templates

HELP! I'm creating a template with blank underlined spaces
that are to be filled in later when needed. The problem
I'm having is setting the underlines so that they don't
run into the text or don't sit too far under the text.
Some lines set up perfectly and others just won't. Any
ideas?

how do you underline spaces so you can fill in blanks when you are filling in the form
