line length or page width

Can anyone tell me how to set the width of the page in
Word or Outlook Express so that when I send out a
document with pictures inserted the receiver always gets
it as I formatted it and pictures stay in place?

If you want to assure document portability, you need to create a PDF.

You can't - unless the recipient has exactly the same print driver, same
fonts etc. The way around this is, as Suzanne has indicated, is to convert
to PDF format, for which you'll need extra software - there are some options
from free to expensive linked from the favourites page of my web site.
