Master documents are prone to corruption. The function simply doesn't work

the good new... your document probably isn't corrupt.... the bad news is
that this simply is a bug.

http://support.microsoft.com/default.aspx?scid=kb;en-us;292073
implies that there is a workaround, but what it isn't clear about is that
the workaround doesn't stick..you have to redo it everytime you open the
doc.

As Graham says, Master Documents come with a severe heath warning, but if
you are otherwise insuring yourself against disaster and just need to solve
this restarting issue the answer is probably to use a LISTNUM field to reset
the numbering, instead of the restart numbering command. (This workaround
*is* permanent - and restarting using a restart command is always prone to
losing the restarts, even outside of the master doc problem.)
