ARGH again! Numbers, templates, styles, sharing with others

I created a template (in Word XP) with ~ 20 styles for my book.  Some of the
styles use numbering or bullets.  I followed Shauna's suggestions for
creating them using list styles.  I attached my template to my files.  After
lots of wrangling, finessing, tweaking, and messing around, I get my
chapters to look how I expected.

Here are some problems I just can't seem to solve, no matter how much I read
this list, Shauna's site, or the MVPS site.  Perhaps someone can help?

1) Chapters often have several numbered lists.  I can't figure out how to
get each list to start at 1.  In some cases I can manually click "restart
numbering", but in others, that option is greyed out, and in still others,
clicking it doesn't actually restart the numbering at 1.  I haven't been
able to discern a pattern at all.  The only fix seems to be cutting the
text, pasting it back as plain text, then re-applying the style.

2) I send my document off to a collaborator who uses a Mac with the latest
version of Mac Word X.  I have not sent him the template, just the
documents.  (It's my job to manage formats, his job to create text).  When
the documents come back, all the numbering and bulleted styles are fubared.
Every time.  Even those that use List Bullet formats as Shauna suggests.
One clue - he is not a power user, and so in all likelihood all his settings
are set to the default, including the one about automatically converting
numbering to a list.

3) If I find a style that needs tweaking, I make the change in the current
document using "Style/Modify" (with "add to template" checked).  To be safe,
I then also use the organizer to copy it back to the original template 3
times.  When I open the next document, I use the organizer to copy the
styles from the changed template into the document (which was created using
the original version of the template).  I do the copy 3 times.  Without
fail, the bullet and number styles are then fubared in the new document.

There are about 30 chapters total, and each will get passed back and forth
multiple times collaborators, so it's critical to find some process that
works.

Can anyone recommend a process that will make my job easiers?  (Other than
going back to Word 2.0, which - if memory serves - did not have all these
numbering issues).
