If you are positive it's not the setting Suzanne is talking about, we
need more details: If you are in Normal view, go to View | Headers and
footers. Now, by looking at one page, please describe how the header is
animated.
Two things I can think of in Word that are animated are: Animated text
(Format | Font: Animation) or an inserted animated GIF file (which
doesn't display in an animated fashion in most cases, though).

Our headers and footers are formatted by inserting a 3
column single row table into the H & F. The table left
and right edges of the table "dance" too and fro, almost
as though it's trying to fit itself to one condition, then
realises it's wrong and re-adjusts back. This happens to
the tables in both the H & F not one or the other.
