Page setup allows different odd/even page headers/footers. A header can be
anywhere on the page. Use a text box to place
the text in the margin.

Thanks Graham:
Will this automatically do mirror margins and page
numbering etc? I want to run the "footer" down the right
margin on odd pages and down the left margin on even ones
and I do not want to set up individual text boxes on 50
pages.

You only need setup two header/footers - one for the odd page, one for the
even. Mirror margins may also be setup from the page setup dialog. For page
numbers insert Page fields in the text boxes. If you are starting to build a
template from scratch, it would help if you insert a temporary page break to
enable you to work on an odd and even page. Delete the break before saving
the template.
