Removing the word "DRAFT" across the page

I have taken the steps to remove a text watermark but it
still remains.  I wonder if this is not a watermark.  Any
help anyone?

What steps have you taken? The required step is to View | Header and Footer,
click on the watermark, and delete it. If that doesn't work, investigate
whether the watermark is being added by your printer driver (some printers
have that capability). If you don't see the watermark in Print Preview, it's
a good bet the printer is adding it.
