Tab sets not set at half inch mark

When settings tabs by clicking the ruler bar, Word
insists on putting the tab marker just before or after
the .5" marker rather than right on it. Why is that and
how can I fix it?

Hold the ALT key while dragging the tab marker with the mouse.

Or use Format > Tabs. Delete the tab stop and reinsert it at the exact
measurement where you want it.
