In the dropdown box at the head of the footnote pane: select "Footnote
separation line".
It's a paragraph which you can edit the normal way. Probably some kind of
numbering field has inadvertently been placed there, or the paragraph has
some paragraph numbering feature set.

There's no specific style the Fn separation line is set in, but as per
default it is in Normal style. So first, check whether this style has
(accidentally) become numbered.
Then, go into Normal view, View | Footnotes, chose the separator line,
and remove the numbering; through resetting the whole paragraph to its
style (CTRL A, CTRL Q) if you can, through applying a different style or
direct formatting if you must).
