unprotecting deletes checkboxes

i created a template form using microsoft wordxp.  it is
a .dot

here is my big problem, i have it password protected,
because many people use this form.  the form has many
check box form fields.  When a person sends me the form
and i unprotect it to delete unneeded page breaks and
reprotect it, all the check boxes that were checked get
unchecked.  This is a really big problem because alot of
the form is checkbox form fields.

any help, suggestions are greatly appreciated :)
