Section break stuck at continuous

Using Word 200, XP, when I insert Page break as New page,
it insists on being a Continuous Break. I checked the
Header/Footer under Section start NEW. I even cleared the
formatting where I'm inserting this Break but it still
makes it a Continuous Break.
Any advice from you wonderful gurus?

In the section following the break, go to the Layout tab of Page Setup and
change the section start type to "New page."
