Additional blank line at the top of pages

Using Word 2002 on XP Professional, in a long document,
an additional blank line appears at the top of some
pages, directly under the page number.

Some of these blank lines were because the page started
with a header, so I forced a page break which removed the
extra line.

But in other cases, forcing a page break doesn't work.
What is happening - any advice?

Does your paragraph style provide for Spacing/Before?

Body text does have a space before of 12pt, but the blank
line appears in the middle of a paragraph, when the
paragraph spans two pages - but only in some pages -
maybe 10% of total document.
