Locking a form

I have many forms I maintain, and this is the first time I
have run into this problem.  After the form is created and
I have to "lock" or "protect" it with the padlock button,
the button does not work.  Its not even highlighted like
it should work.  I have moved the cursor around the form
and open/closed the doc several times and it doesnt make a
difference.  Please help!

Which version of Word?

Is the "Control Toolbox" visible?

Any chance it is already protected?
