Unable to continue from the previous section's numbering

In Word XP, I have outline numbering set up as follows;

1 Heading 1
1.1 Heading 2
1.1.1 Heading 3
1.1.1.1 Heading 4

Adding a new Heading 4 paragraph to section 11, the numbering should be:

11 Heading 1
11.1 Heading 2
11.1.1 Heading 3
11.1.1 Heading 4

However, instead of having an 11 in positon one of heading four, I have a 1,
even though I have selected "continue numbering." The malformatted paragraph
looks like this.

1.1.1.1 Heading 4

No combination of settings that I have found gets Heading 4 to automatically
continue numbering fromt the previous level. Anyone have a idea as to what
may be causing this problem?

Try to reset the problem paragraph by using CTRL+Q (which
removes any direct paragraph formatting). If that doesn't
help, make sure numbering is correctly setup as described
