tabs on ruler "jump"

I use Word 2000.  When setting tabs or margins on the
ruler (rather than through the menu), it won't let me put
tabs/margins where i want to - the tab or margin
marker "jumps" to in-between two lines on the ruler.

i can't find anything that will fix this - does anyone
know what i'm doing wrong or how to fix this or is it a
bug in 2000?

You can override the grid by pressing Alt while dragging. Or turn off "Snap
to grid" in the Draw | Grid dialog (Drawing toolbar).
