Not quite, I think (BTW, if you want to try sending your doc again, it
should get through now).
The step of creating the document:
1. Select "Insert | Reference | Footnote" to insert footnote 1.
2. Select "Insert | Reference | Footnote" to insert footnote 2. (Note that
after you have your footnote format established, you don't need to return to
the dialog. You can use Ctrl+Alt+F to insert a footnote.)
3. Select "Insert | Reference | Cross-Reference", "Footnote | Footnote
number (formatted)" to insert a cross-reference to footnote 2.
4. Bookmark the space between the footnote reference mark of footnote 2 and
its text.
5. Select the cross-reference to footnote 2 and Insert | Hyperlink: Bookmark
to hyperlink it to the bookmark you just inserted.

So strange. Your steps seems to be absolutely the same as
mine, but I can't do what you do.
What's going wrong?
Another mystery has yet to be solved.
