Word 2000 - Send To query

If I have Outlook set to HTML emails as the default, why does Word create
Plain text emails if I select File | Send to | As Attachment ?

I can't answer why, but there is perhaps no point as you have no control
over the way in which the recipients choose to read their email.  Many
astute users will have the plain text option selected as it minimises the
risk of infection being carried by a rogue link in an HTML email.
