Does anyone know how you can use a specific distribution
list and stop Outlook from putting everyone's name on the
list in the TO: field?

Your help would be appreciated

You can use the Bcc field (View - Bcc field, if it's not already showing).
When you use the Bcc field, recipients don't get a list of other recipients.
