I'm trying to make a directory. I've made a very simple layout, 4 columns
ID, Business Name, City, State

Of course I want to have the records under that first row and repeat to the
last row created. I also want the first row to be repeated so it would say
ID, Business Name, City, State in bold at the top of each page. If I do a
mail merge on labels, it's simple because it auto puts the <<next record>>
and then there's the update all of the labels button.

So, simplified:
1) How do I update all rows with next record similarly to how you can with
lables
2) How do I repeat the first header row at the top of each page?

Use a catalog (or in Word XP or later, directory type mailmerge main
document, with the mergefields in the cells of a one row table with NOTHING
before or after the table.  Create a Header in the document with a table in
it that matches the one in the body and place the column headings in that.
Fiddle with the header so that the table in it sits just above, and appears
to be a continuation of the table in the body of the document (or vice
versa).  When you then execute the merge to a new document, a row will be
added to the table in the body for each record in the data source.  No need
to use <<Next Record>> fields.  If you do you will only get the data for
every second record.

That has to be the most jerry rigged and rediculous work around I've ever
seen. So now, instead of having a header on all the pages, I have it ontop
of every single record. This makes it even more difficult to read. I guess
no header is better then this.

I can't believe 1 header per page as I'm trying to achieve is simply not
available as a standard template or whatever.

I probably misunderstood what you are trying to do.

If all that you want to do is show some fixed text at the top of each page
of a directory, use a catalog or directory type mailmerge main document with
the mergefields in the cells of a one row table and in the header of the
document (not the table header) insert the information that you want to
appear at the top of each page into a table with column widths identical to
those of the table in the main body of the document in which you have the
mergefields.  Format the paragraph mark after the table in the header as
hidden and you can then get the two tables to appear as one.  Then execute
the merge.  There is no need for any <<Next Record>> fields.
