Outlook w/Word Mail changes all text to Small Caps

After upgrading from MSO 2000 to MSO 2003, my user has a problem.  When she  
edits a message (to reply or forward), her text and the original message
turns to Small Caps.  I've reinstalled Office and deleted the normal.dot and
email.dot templates.  If she forwards the message to me, it looks fine in
preview until I forward it, then it converts the entire message to small
caps.  It does this in both Rich Text or HTML.  It doesn't appear to happen
to all messages.

I may have fixed the problem by uninstalling Office (which removed the
templates) and deleting the \\HKEY_Current_User\Software\Microsoft\Office and
\\HEY_Local_Machine\Software\Microsoft\Office registry keys.  Existing
messages still have the persistent small caps property, but new messages
display properly.
