Characters being substituted after mailmerge

I have a .csv file used as the source document of a mailmerge.  I am using
Word 2003.

In one of the fields (of the .csv file) I have a « character.  When this is
merged to the document the character is substituted with ". Similarly, if I
have «« in the field it returns "" in the merged document.

Is this normal behaviour and if so is there a way to stop this substitution ?

I get similar problems here. It could be that Word is detecting the encoding
incorrectly. Here, I was able to fix it by checkingWord
Tools|Options|General|"Confirm conversion at open" then selecting either
OLEDB (it asks you for info about the file twice for some reason) or ODBC,
but
a. if you go the OLEDB route, the headings/delimiter dialog box pops up
each time you reopen the document
b. if there are other non-Windows character set characters in the file they
will probably be lost if you use ODBC
